Taiwan is ushering in 2025 with several major employment reforms designed to enhance worker welfare and bolster economic resilience. These changes, while beneficial, may require businesses to reassess their employment strategies. Here are some significant elements:
Labor Insurance Premium Adjustment
Taiwan plans to raise the labor insurance premium rate from 12% to 12.5% in 2025. This change impacts approximately 10.37 million workers and aims to strengthen the financial sustainability of Taiwan’s labor insurance system. For employers, this means a recalibration of contributions and budget allocations.
Expanded Migrant Worker Policies
To address labor shortages, Taiwan is increasing the quotas for migrant workers in key sectors such as manufacturing, construction, agriculture, and long-term care. For example, companies in seafood processing, tofu production, and shipbuilding can now hire up to 20% of their workforce as migrant workers (up from 15%). Construction companies will also see an increase in allowable migrant workforce quotas to 30% under certain conditions.
Advancing Workforce Competitiveness with the Bilingual 2030 Policy
Although not exclusive to 2025, Taiwan’s “Bilingual 2030” initiative continues to shape its workforce. By enhancing English proficiency among workers, this policy aims to improve global competitiveness through bilingual education, digital learning, and civil servant training.
Minimum Wage Increase
Starting January 1, 2025, Taiwan’s minimum monthly wage will rise by 4.08%, from NT$27,470 to NT$28,590 (approximately US$870). The minimum hourly wage will also see a 3.8% increase, from NT$183 to NT$190. These adjustments are set to benefit around 2.57 million salaried and hourly workers. However, live-in migrant caregivers and domestic helpers, who are not covered under Taiwan’s Labor Standards Act, will remain unaffected.
For businesses, this wage hike means adjusting payroll budgets and ensuring compliance with updated regulations.
